LABORATORY ANIMALS SCIENCE ASSOCIATION OF INDIA (LASAI)

- NAME : The Association shall be called “LABORATORY ANIMAL SCIENCE ASSSOCIATION OF INDIA” ( LASAI)
- ADDRESS: Division of Laboratory Animals, Central drug Research Institute, Lucknow-226001
- JURISDICTION OF ASSOCIATION: Whole of India
- AIM AND OBJECTIVES:
- To promote the advancement of Laboratory Animal Science in India.
- To arrange scientific meetings and group discussions amongst person interested in the Laboratory Animal Science and allied subjects.
- To help to standardize the production and use of laboratory animals in India.
- To promote awareness for ethical upkeep and use of animals in scientific research and support the implementation of legal provision in this regards.
- To help human resource development programs in this field.
- MEMBERSHIP:
- The association shall have following categories of membership.
- LIFE MEMBERS:
The members enrolled on whole life subscription revised as Rs. 1000/- only w.e.f. 1.04.2010 shall be treated as life members. The members registered earlier this category will continue to enjoy this status. The subscription rate of life membership may be revised by Executive committee whenever necessary.
A person with following qualifications may be enrolled as member of the association.
- A Graduate in veterinary Science \ Bioscience or equivalent.
- A person with working experience of laboratory animals.
HONOURARY MEMBERS
Persons with distinction in science in India and aboard who have contributed to the advancement of the Laboratory Animal Science may be elected as honorary members by the executive committee of the association.

- TERMINATION OF MEMBERSHIP:
Any members whose acts are found to be prejudicial to the interest of the society shall be disqualified by the central body on recommendations of the executive committee, if three fourth of the attending members vote in favor of such disqualification, he shall cease to be a member and shall not be entitled to any refunds of the subscription. The membership also will also cease on death or insanity.
- STRUCTURE OF ASSOCIATION:
- GENERAL HOUSE OR GENERAL BODY:
The general house shall consist of all the members of the association and shall be the supreme body
- POWER OF GENERAL HOUSE:
The General House being the supreme body will have powers to
- Elect the members of Executive Committee
- To make amendments in the by laws
- To disqualify and expel any member
- To review the activities of the association
- DUTIES OF THE GENERAL HOUSE:
- The general house will meet once a year and review the functioning of the Executive Committee and utilization of the funds.
- To issue directive about the programs of the association to be implemented.
- MEETINGS OF THE GENERAL BODY:
The General Body shall meet at least once a year where main decisions shall be taken. One third of the total membership or 50 members shall form the quorum for such meetings which shall be called by a notice of minimum of 15 days. A special meeting of the house may also be called by the Secretary General on a written request from atleast 50 members or one third of the total membership.
- EXECUTIVE COMMITTEE:
- The executive committee will consist of following:
- President One
- Vice President Two
- Secretary General One
- Joint Secretary General One
- Zonal Secretaries Six
- Treasurer One
- Executive Members Up to Fifteen
The Executive Committee shall be elected by the General House at its annual meeting. The nomination for the office bearers shall be invited and if needed be n election shall be held at the time of annual meeting of the General House. The Executive Committee so elected shall have at least one general meeting in a year to decide the working of the association. Any special meeting can be called by the secretary with the concurrence of the president on a written request from at least five members of the executive. A 15 days clear notice shall be given for any meetings. One third of the membership of the Executive Committee shall from the quorum for the meetings. The tenure of the Executive Committee shall be for two years.
- POWERS AND DUTIES OF THE OFFICE BEARERS:
- PRESIDENT:
The president will be head of the Executive Committee and all functions and power vested in the Executive Committee by the General House rest with the president.
- VICE PRESIDENT:
In the absence of the President the one of the available Vice president will have all the functions of the president and carry them out.
- SECRETARY GENERAL:
The designation of general secretary will be changed as Secretary General. The Secretary General is the executive authority of the association and will execute all decisions taken by the Executive Committee. He will carry out the functions of the executive committee as decided by the general house and the executive committee in its meetings. He will also co-ordinate and direct the functioning of the Zonal Secretaries. The Secretary General shall call the Executive Committee meetings at least once a year and special meetings as required under the constitution.
IV: JOINT SECRETARY GENERAL:
The joint secretary will be redesignated as joint secretary general. He will be a main functionary and will carry out all secretarial work of the association in consultation with the secretary general. The joint secretary general will assist the Secretary General in its functions and in his absence will carry out the duties of the Secretary General.
- ZONAL SECRETARIES:
Six new posts of the Zonal Secretaries will be created for better functioning of the society in different parts of the country. Zonal secretaries will look after the interest of the association in their Zone. They will raise the membership and the funds for the association. They may seek guidance from the secretary General whenever necessary, who will be their coordinator. They will work in line with the decisions taken by the general body and the executive committee.
- TREASURAR:
The Treasurer shall be the custodian of the funds of the association and will use them as directed by the Executive Committee and passed by the president.
- THE EXECUTIVE MEMBERS:
The executive members will help in executing the programs of the association, as directed by the general house and executive committee of the association and may suggest ways and means to improve upon the functioning of the association. Any five members of the executive on a written request may call a special meeting of the executive Committee to decide any immediate and important issue.
- RESIGNATIONS:
A member of the Executive Committee or office bearers of the association my resign his office by a notice in writing addressed to the president/ Secretary General and such resignation shall be effective from the following of the executive committee. His place may be filled up by the executive Committee till the next elections.
- ADVISORY COUNCIL:
An advisory council will consist of Eminent Scientists and person with vast experience in Laboratory animal science and related subjects. Up to 10 members may be included in the council who may be consulted in furthering the interests and developmental activities of the association as advisors. The members of the advisory council will be nominated by the executive committee. Founder president / president will be the conveners of the advisory council.
- FOUNDER PRESIDENT:
The post of the Founder President is created for Dr. K.R. Bhardwaj, who is the founder president of the association since its inception and this post will cease after him. The founder president will be the chief advisor and may attend the meetings of the executive committee. He may also take decision in case of any major dispute.
- AMENDMENT IN BYLAWS:
No alteration of the rules shall be made except by the General Body in its meeting. No alteration shall be made unless two third of those voting are in its favor.
- FUNDS OF ASSOCIATION
The funds of the association shall be under the control of the Executive Committee who shall have the powers to expend funds for the promotion of objectives of the association as it deems fit.
- AUDIT OF INCOME AND EXEPNDITURE :
The accounts of the association shall be audited by an Auditor and authenticated by the Treasurer, Secretary General and the President.
- RESPONSIBILITY OF LEGAL ACTION BY THE ASSOCIATION OR FOR THE ASSOCIATION:
Any legal action by the association or for the association shall be handled by the Secretary General on the advice of Executive Committee which shall be responsible for such action.
- RECORDS OF THE ASSOCIATION:
Proper records of the association shall be maintained by the Secretary General and the treasurer with following registers kept up to date.
- Membership registers providing details of the all registered members including.
- Minutes register recording the minutes of the General House and Executive Committee meeting.
- Stock register will show all the entries of assets of the association.
- Cash Book maintained by the Treasurer will show the accounts of the receipts and expenditure.
15. Dissolution of association and disposal of dissolved property:
The disposal of the property of the dissolved association shall be undertaken as per societies registration act under section 13&14.

Para-4/page.1: Memberships
Para-4, a)/page.1: Founder members- Founder membership will be discontinued further as it will have no relevance now.
Para-4, b)/page.2: Life members- The life membership fee will be revised as Rs. 1000/- w.e.f. 01-04-2010. The persons registered earlier in this category will continue to enjoy this status. The subscription rate of life membership may be revised by the Executive Committee whenever necessary.
A person with following qualifications may be enrolled as member of the association:

A special meeting of the house may also be called by the Secretary General on a written request from at least 50 members or one-third of total membership.

ADDITIONS: Induction of Zonal Secretaries, Founder President and formation of an Advisory Council
- Zonal Secretaries: Six new posts of Zonal Secretaries will be created for better functioning of the society in different parts of the country. Zonal Secretaries will look after the interest of the association in their zone. They will raise membership and the funds for the association. They will work in line with the decisions of the executive committee and may seek guidance from the Secretary General who will be their coordinator.
